وكان متغيبا في بعض حاجاته فقال إن عندي في هذا علما سمعت رسول الله صلى الله عليه وسلم يقول إذا كان بأرض وأنتم بها فلا تخرجوا فرارا منه وإذا سمعتم به بأرض فلا تقدموا عليه) انتهى.

Al-Salâm `Alaykum wa Rahmah Allah wa Barakâtuh.
The hadîth: "Fleeing from a plague is like fleeing from battle." Is an authentic (sahîh) hadîth related by Ahmad in his Musnad.
The Prophet (peace be upon him) also said: "If you hear that plague has struck
a land, then do not enter it. If it strikes a land while you are in it, then do
not leave that land. [Sahîh Muslim]
We do not know the significance of the link that you sent us. It basically
states the hadîth in Sahîh Muslim and gives the ruling that fleeing from a
plague-stricken area is forbidden. This is correct and in agreement to the
fatwâ that we gave you: It does not matter whether the country is a Muslim
country or a non-Muslim country; you are not allowed to flee from a
plague-stricken area.
As for whether the disease that has hit Beijing constitutes a plague, that is
another issue. Permission to leave that we gave in the previous fatwâ that we
sent you was based on the provision that SARS had not reached levels that
warrant considering it a plague.
Our scholars have recently reviewed the statistics about the disease and have
determined that it is in fact a plague.
Since it now seems that it is in fact a plague and quarantine measures are
being taken, it would not be permissible to leave. Our Sheikh Hânî al-Jubayr
has only today issued the fatwâ on our behalf that fleeing from SARS
constitutes fleeing from plague and is forbidden.
